McLean, Va.—Robert D. Rosecrans, a seasoned technology executive and former chief information officer of the Blue Cross Blue Shield Association, has been named vice president of business technology at the Graduate Management Admission Council® (GMAC®).

Former Blue Cross Blue Shield and Verizon Executive Joins McLean-Based Association of Top Business Schools
McLean, Va.—Robert D. Rosecrans, a seasoned technology executive and former chief information officer of the Blue Cross Blue Shield Association, has been named vice president of business technology at the Graduate Management Admission Council® (GMAC®). GMAC is an association of 160 top graduate business schools around the globe and owner of the Graduate Management Admission Test® (GMAT®).
Rosecrans will direct the Council’s information technology department and lead the development of the organization’s technology-implementation strategy. He will also oversee the Council’s Project Management Office and serve as the GMAC chief security official.

Before joining GMAC, Rosecrans spent nine years with the Blue Cross Blue Shield Association, the last six as the health insurance group’s senior vice president and chief information officer (CIO). As CIO, Rosecrans led the transformation of the technology platforms that integrate the independent Blue Cross Blue Shield companies for both federal and commercial business. Prior to being promoted to CIO, Rosecrans served as managing director of information technology for the Blue Cross Blue Shield Federal Employee Program.
As the first CIO for the Blue Cross Blue Shield Association, Rosecrans integrated multiple programmatic technology units into an industry-leading national technology services organization. During his tenure, Rosecrans played a key role in enabling 90 percent growth in revenues for federal business by reengineering the entire portfolio of legacy technology platforms used to service over 4 million customers. He also led the development of a national inter-company messaging platform that resulted in real-time integration of the independent Blue Cross Blue Shield companies for a number of critical business processes.
Prior to his career at Blue Cross Blue Shield, Rosecrans specialized in software development, electronic commerce and business process engineering at the Bell Atlantic Corporation (now Verizon Communications).
Rosecrans earned an MBA from Loyola College in Baltimore and holds bachelor’s degrees in economics and business administration from Pfeiffer University in Misenheimer, N.C. He also is a member of the Bell Atlantic Information Systems Hall of Fame.
